- To significantly increase the numbers of smoke-free places
- To decrease illegal tobacco sales to children under the age of 16
- To significantly increase the level/range of evidence based smoking education occurring on a systematic basis in young people's settings
- To enforce new legislation related to cigarette promotion and availability
- To reduce the incidence of tobacco smuggling and illegal sales of smuggled tobacco
- To establish a comprehensive specialist smoking cessation service providing intensive support for motivated smokers (including Nicotine Replacement Therapy)
- To increase the number and types of health professionals actively helping smokers to quit
- To increase the number of voluntary and community projects which tackle smoking cessation/prevention, especially in areas of deprivation
- To develop and area-wide smoking cessation programme specification meeting the needs of pregnant women and their families
- To reinforce smoke free messages in the community
